The main objectives were to provide an update on recent activities in health and at EU and international levels; review and create linkages with current projects on health and migration funded under the public health programme; consider related EU policy developments in the areas of public health; migration, employment, equal opportunities and research; and exchange information and contribute to the planning and organization of future work on the topic of health and migration.

Eurohealth

A joint publication of the WHO's European Observatory on Health Systems and Policy and LSE Health and Social Care, Eurohealth provides one of the primary platforms for policy-makers, academics and politicians to express their views on European health policy. Eurohealth includes reports on the latest developments in health care reforms throughout Europe from experts working in the field. It also provides a look at important health policy developments around the world. In addition, Eurohealth provides readers with up-to-date information on the work of European and international organisations and institutions, with a particular emphasis on the European Union. web site


Euro Observer

The WHO's European Observatory on Health Systems and Policy also publishes the health policy bulletin Euro Observer.

The Winter 2007 issue was devoted to the topic of “Migration and health in EU health systems - case studies from the Netherlands, Italy and Spain”. Three countries’ migrant health policies were described, revealing considerable differences. The issue of undocumented migrants and their access to health care systems in those three countries was also addressed.


European Agency for Fundamental Human Rights

Starting with 2008, the FRA includes health care as an area in its annual report on discrimination in the 27 EU Member States.

Overall European Health Strategy 2008-2013

October 2007: The European Commission has adopted a new strategy for health, Together for Health: A Strategic Approach for the EU 2008-2013. Contains statements about equity but nothing explicit about migrants, minorities etc.


European Commission (2006) Consultation regarding Community action on health services (Concerned with cross-border health provisions)

P. 2 states: "The benefits that different health and social security systems provide and their organisation remain the responsibility of the Member States, in accordance with the principle of subsidiarity."

Compare Article 152, paragraph five of the Treaty of Amsterdam: "Action in the area of public health shall fully respect the responsibilities of the Member States for the organisation and delivery of health services and medical care."

These considerations impose important limitations on the extent of common EU health policies.
